Summary
Following the creation of the HBC Department of Development, this program was created to promote the production and sale of Native handicrafts for their economic development. In 1929, the promotion of handicrafts was part of welfare expenditures.
Implications
This program was intended to discourage idleness among Aboriginal people, as well as boosting morale and economic independence.
